Illinois Senate confirms Michael T. Carrigan to second term on ICC

Springfield, IL - Today, the Illinois Senate confirmed Michael T. Carrigan to a second five-year term on the Illinois Commerce Commission (ICC). Governor JB Pritzker announced Commissioner Carrigan's reappointment on February 10, 2025.

"I'm grateful to the Illinois Senate and Governor Pritzker for the honor to continue serving the people of Illinois. Every decision the Commission makes impacts the lives of Illinoisans. It's a responsibility I keep front of mind as we work toward a modernized grid and improved roadway and rail crossing safety," said ICC Commissioner Michael T. Carrigan.

"Commissioner Carrigan's extensive background in dealing with issues important to working families and the energy sector is certainly an asset to the ICC. We appreciate the unique perspective he brings to each proceeding, and I am especially thankful to have him representing Illinois on the Organization of MISO States' (OMS) Board of Directors," said ICC Chairman Doug Scott.

Prior to the ICC, Carrigan had a long career with the Illinois American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), most recently as President (2007- 2019) and secretary-treasurer for the seven years prior. In 1978, he began his career as an apprentice electrician at the Decatur-based IBEW Local 146. Over the next 22 years he rose through the ranks as a journeyman wireman, business agent, and later business manager and financial secretary.

As Commissioner, Carrigan currently serves as Vice President of OMS, a State Regulatory Authorities Representative to MISO's Advisory Committee, and member on the Nominating Committee of the MISO Board of Directors. As a member of the National Association of Regulatory Utility Commissioners (NARUC), he sits on the Critical Infrastructure Committee and the Nuclear Issues Subcommittee. Carrigan is also a member of the NARUC-DOE Nuclear Energy Partnership and the NARUC-NASEO Advanced Nuclear State Cooperative. 

A devoted public servant, Commissioner Carrigan previously served four terms on the Decatur City Council, before being appointed mayor in 2008. He earned his Bachelor of Science degree from MacMurray College in Jacksonville, Illinois.  

Carrigan was first appointed to the ICC in January of 2020.

About the Illinois Commerce Commission

The Illinois Commerce Commission (ICC) is a quasi-judicial body made up of five Commissioners. Through its Public Utility Program, the Commission oversees the provision of adequate, reliable, efficient, and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water, and sewer public utility companies. Through its Transportation Regulatory Program, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses, and repossession agencies. The ICC's Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities, and equipment in the state.
