Gov. Pritzker Signs Legislation to Increase Affordable, Accessible Dental Care in Illinois

CHICAGO - Governor JB Pritzker today signed HB 690 into law, expanding access to affordable dental care for residents across the state. The newly signed legislation gives the Illinois Department of Financial and Professional Regulation the ability to issue temporary permits to dentists authorized in other states. Under the permits, out of state dentists can practice dentistry under specific conditions. The bipartisan legislation passed with unanimous support in both legislative chambers. 
 
"Every Illinois resident should have access to affordable dental care, regardless of their income or community they call home," said Governor JB Pritzker. "This legislation will help make that care a reality by allowing out of state dental professionals to temporarily practice in Illinois, furthering my administration's efforts to expand healthcare to all of our communities."
 
"Quality dental care remains a vital part of the healthcare of Illinois's residents. This legislation expands the ability of charitable and educational programs to deliver quality dental care across the entire State of Illinois, including in underserved communities. The Department looks forward to implementing this important new law," said Mario Treto, Jr., Acting Secretary of the Illinois Department of Financial and Professional Regulation.
 
Under the temporary permit granted by IDFPR, out of state dentists can only practice dentistry for educational purposes and in conjunction with either a charitable organization or a continuing education program provided by a sponsor that is approved by the department. 
 
The permit is valid for a maximum of five consecutive clinical days and must be used within six months of issuance. Permit holders are prohibited from administering conscious sedation, deep sedation, or general anesthesia and all patients receiving treatment from an out of state dentist must be informed and sign a consent form to receive care. 
 
"Expanding access to health care includes improving hospital community benefit plans," said State Senator Mattie Hunter (D-Chicago). "This measure offers patient-centered changes and increased options for affordable care, which is crucial to bring equity to our communities."
 
"The Near West side will greatly benefit from having high quality dental care available, especially for residents that have served our country," said State Representative Lakesia Collins (D-Chicago). "Our veterans have done so much for this country, and do not always receive enough love in return for their sacrifices. Making sure they have accessible dental care is just one way we can show our gratitude." 
HB 690 is effective immediately.
