Illinois EPA Announces $2 Million Loan to the Village of Arthur for Sewer System Lining

SPRINGFIELD - Illinois EPA Director John J. Kim today announced a $2 million loan to the Village of Arthur (Douglas County). The low-interest loan is provided from Illinois EPA's State Revolving Fund, which includes the Public Water Supply Loan Program for drinking water projects and the Water Pollution Control Loan Program which funds both wastewater and stormwater projects. The Village of Arthur also qualifies to have $305,485 of the loan amount forgiven by the State.

"This project will address specific concerns the community has with their sanitary sewer system," said Director Kim. "This funding will allow the Village to address a major infrastructure need through a low-interest loan, resulting in cost savings for the community."

The Village of Arthur will use the loan funds for a project consisting of lining approximately 48,000 lineal feet of 6 to 15-inch diameter sewer main and 1,685 feet of vertical manholes to reduce significant inflow/infiltration that has been experienced by the Village's sanitary sewer system.

"This loan from the State enables our Village to continue to maintain an independent water and sewer system for our community, hiring local employees, and controlling costs for our residents," said Village President, Rod Randall, "And it is greatly appreciated."

The Village receives additional benefit from the State Revolving Fund as the subsidized loan results in additional savings over the life of the loan. The project is expected to be completed by May of 2020.

In FY2019, Illinois EPA's State Revolving Fund loan programs provided low interest loans totaling nearly $684 million. So far, more than $59 million has been forgiven by Illinois EPA to qualifying loan applicants.
