Pritzker Administration Announces Economic Development Grant to Local Community

Press Release - Friday, September 27, 2019

CHICAGO - Today, Governor Pritzker and the Department of Commerce & Economic Opportunity (DCEO) announced that the City of Mattoon will receive an Economic Development grant for $480,000 from the Community Development Block Grant Program (CDBG).  The grant will be used to construct a road that will serve employees at Health Care Services Corporation (HCSC).

Headquartered in Chicago, Health Care Service Corporation ("HCSC") is a Mutual Legal reserve Company and is the largest customer-owned health insurer in the nation. The company currently employs 194 in Mattoon, and is building a new two-story, 50,000 square foot call center. As the result of the project, Health Care Services Corporation will hire a minimum of 48 additional full-time employees, 51% of whom will be from low to moderate income communities.

"The Office of Community Development at the Department of Commerce and Economic Opportunity is committed to providing Illinois communities with the resources they need to thrive. With this CDBG grant, the City of Mattoon will be able to add additional jobs to the local economy and develop much-needed infrastructure for the local business community," said Wendy Bell, Director of the Office of Community Development, Department of Commerce and Economic Opportunity.

The CDBG program was established by the federal Housing and Community Development Act of 1974 (Act).  Administered nationally by the U.S. Department of Housing and Urban Development (HUD), DCEO administers the State of Illinois CDBG - Small Cities Program.  State-administered funds are only available to units of general local government that do not receive direct entitlement funds from HUD.
