Gov. Pritzker Appoints New Members of Illinois State Board of Elections
Building on a strong team of diverse experts in their fields, Governor JB Pritzker announced the following appointments in his administration:
ILLINOIS STATE BOARD OF ELECTIONS
William Cadigan will continue to serve on the Illinois State Board of Elections.* A member of the board since July 2015, Cadigan has served as chairman for the July 2017-June 2019 term. He is an attorney with offices in Chicago and the northern suburbs who represents health care providers, and other businesses and tax-exempt organizations in corporate, transactional and regulatory matters. Cadigan co-authored "Federal Campaign Finance and Disclosure," Practice Handbook on Election Law, Illinois Institute for Continuing Legal Education (2007). He is admitted to practice before the Illinois Supreme Court, the U.S. District Court for the Northern District of Illinois and the U.S. Court of Appeals for the Seventh Circuit. Cadigan is a member of the American Health Lawyers Association, the Illinois Association of Healthcare Attorneys, and the Chicago Bar Association. He received a Bachelor of Arts degree from Eastern Illinois University and a Juris Doctor from the John Marshall Law School.
Laura Kent Donahue will serve on the Illinois State Board of Elections.* Donahue currently serves on the Illini Community Hospital Board and previously served as the Illinois senior advisor for LS2 Group from 2014 to 2017. She represented Western Illinois in the state senate from 1981 to 2002, serving as majority caucus chair from 1993 to 1997 and assistant majority leader from 1997 to 2002. Before her appointment to the Illinois State Senate, she worked at the Illinois Veterans' Home in Quincy. She previously served on the Board of Transitions of Western Illinois, YMCA board and the Quincy Society of Fine Arts. She received her Bachelor of Arts in education from Stephens College.
Bill Haine will serve on the Illinois State Board of Elections.* Haine has dedicated his life to public service. He most recently represented the Metro East region in the 56th district of the Illinois Senate from 2002 to 2018. Prior, Haine served 14 years as the Madison County State's Attorney and 10 years on the Madison County Board. An attorney by trade, he clerked for the Illinois Appellate Court and practiced law before entering elected office. From 1967 to 1969, he served his country in the Vietnam War. After his Army service, Haine received his Juris Doctor from the Saint Louis University School of Law. The Alton resident is also a graduate of Saint Louis University.
William McGuffage will continue to serve on the Illinois State Board of Elections.* A member of the board since May 1998, McGuffage served as Chairman from March 2000 to July 2001 and the 2011-2013 term. He graduated from the John Marshall Law School and is an attorney with the Fitzgerald Law Group in Chicago. He previously served as legislative counsel for the Attorney General's Office from 1983 to 1994 and was employed by the State Board of Elections from 1973 to 1982. McGuffage is a member of the Chicago Bar Association, Chicago Area Public Affairs Group and the Illinois State Bar Association.
