Procurement Innovation Continues in Illinois

Springfield, IL - The Department of Innovation & Technology (DoIT) today announced the annual application period for the Information Technology Resource Planning (ITRP) Program, which provides an effective way for state agencies to secure IT vendors.  This program delivers on the state's effort to improve procurement efficiency within state government agencies.

 

The ITRP program brings a solution to short-term, specific and well-defined technology project needs. While not intended to supplement staffing needs or impact the typical hiring process, ITRP provides solutions for project-specific needs in six IT skill categories, including application development, database administration, solutions architecture, project management, technical support and security management.

"Offering a streamlined, yet fully vetted process for IT resources results in positive outcomes for all involved."

 

Vendors interested in participating in the ITRP program may respond via the annual Request for Proposal (RFP) posting (#22041015) on the Illinois Procurement Bulletin (IPB) website (www.purchase.state.il.us). The current 2017 timeline is as follows (see IPB for updates and details):

 

Pre-Bid Vendor Conference - August 22

Bid Due Date - September 8

Awards Posted and Terms & Conditions Finalized - coming months

 

Pre-qualification is required through a multi-step procurement and certification process, which eliminates the need to recertify for each individual IT engagement with the State of Illinois. Once prequalified, a vendor has the opportunity to bid on ITRP requests for five years, with an option to renew for an additional five years if the vendor remains in good standing.  Currently, 43 percent of pre-qualified vendors are BEP certified and it is the goal of DoIT to build a robust and diverse vendor pool.
