Governor Announces Appointments

CHICAGO - Governor Bruce Rauner announced today he has made appointments to the Illinois Secure Choice Savings Plan Board and the Teachers Retirement System.

Name: David Marzahl
Position: Board Member - Secure Choice Savings Plan

Governor Bruce Rauner has appointed David Marzahl to the Secure Choice Savings Plan Board. His advocacy work has helped underserved populations and minorities, which makes him an ideal choice for this position.

Currently, Marzahl is the president and CEO of the Center for Economic Progress (CEP), which advocates for low-income and working families on tax issues and financial services. He has helped position the CEP as a go-to resource for helping the working poor with financial services.

Marzahl has spent his career working for underserved populations. He was the founding director of the Illinois Coalition for Immigrant & Refugee Rights, which is a national leader in advocating for the rights of immigrants and refugees.

Marzahl holds a bachelor's degree from the University of Illinois at Chicago and a master's degree from Northwestern University. He lives in Evanston.

Name: David Rappaport
Position: Board Member - Secure Choice Savings Plan

Governor Bruce Rauner has appointed David Rappaport to the Secure Choice Savings Plan Board. Rappaport's experience as a financial adviser and investment manager will bring a necessary perspective to the board.

Rappaport has 25 years of experience as a financial adviser and is currently a co-managing partner of Rappaport Reiches Capital Management, LLC. In addition to co-managing the firm, he is the co-chair of the Investment Committee and advises individual clients. He previously worked for Sanford C. Bernstein & Co, Inc. and Goldman Sachs.

Rappaport is a certified public accountant, and earned his bachelor's degree at the University of Illinois. He earned an MBA at Northwestern University. Rappaport lives in Riverwoods.

Name: John Rauschenberger
Position: Board Member - Secure Choice Savings Plan

Governor Bruce Rauner has appointed John Rauschenberger to the Secure Choice Savings Plan Board. Rauschenberger brings more than 35 years of experience in business - specifically insurance, sales and operations management - to the board.

Currently, Rauschenberger is the executive vice president and general manager of the Technology & Manufacturing Association, which advocates for manufacturing companies in the greater Chicago area. The TMA helps companies of all sizes, ranging from individually owned and operated businesses to multi-national corporations. In addition, he's also a partner at Rauschenberger Partners, LLC, which is a consulting practice for insurance, sales, public relations and politics.

Rauschenberger also has extensive experience in the insurance industry, working as president and senior executive of privately owned insurance agencies and brokerages. He is also a former football coach and college instructor.

Rauschenberger graduated from Illinois State University with a bachelor's degree and a master's degree. He currently lives in Chicago.

Name: Kurt Summers
Position: Board Member - Secure Choice Savings Plan

Governor Bruce Rauner has appointed Chicago City Treasurer Kurt Summers to the Secure Choice Savings Plan Board. His experience in the financial services sector makes him an excellent addition to the board.

Summers has been Chicago's Treasurer since December of 2014. He oversees Chicago's $7 billion investment portfolio, while maintaining the records and accounts that relate to the city's finances. In this role, he also advocates for young people, workers and small-business owners.

Prior to becoming Treasurer, Summers was the senior vice president at Grosvenor Capital Management, where he led the Emerging and Diverse Manager business. It invested more than $2 billion in minority- and women-owned firms.

Summers has also served as the chief of staff to Cook County Board President Toni Preckwinkle, where he was appointed trustee to the $9 billion Cook County Pension Fund. In addition, he was the chief of staff for Chicago 2016, which was the city's bid for the 2016 Summer Olympic Games.

Summers earned his bachelor's degree from Washington University in St. Louis, and holds an MBA from Harvard Business School. He lives in Chicago.

Name: Sandy Stuart
Position: Trustee - Teachers Retirement System

Governor Bruce Rauner has appointed Alexander "Sandy" Stuart to the Teachers Retirement System Board of Trustees. Stuart's experience in asset management and finance makes him an excellent addition to the board.

Stuart is currently the president of North Star Investments, which manages a number of investments across a variety of asset classes. Prior to that, he was the president and CEO of Conway Farms. He managed the development of the residential community, golf course and related club. From 1984 to 1994, he worked for North Star Oil & Gas as a managing general partner.

Stuart earned his bachelor's degree from Princeton University and an MBA from Harvard University. He lives in Lake Forest.
