The State of Illinois is committed to transparency and full disclosure of data on a series of state expenditures provided on the Illinois Transparency & Accountability Portal. The ITAP Portal website was designed to provide easily accessible data to the general public, including a database of all current state employees and individual consultants, and a database of all current state contracts.

In compliance with Executive Order 15-10, the ITAP website now provides information that allows the people of Illinois to easily locate names and employment information for state employees in Rutan* exempt positions. Employees in Rutan exempt jobs hold positions that have been reviewed and determined to warrant making political support or affiliation permissible considerations in decisions affecting that position. Without such a determination, consideration of political support or affiliation is not allowed.

All State Agencies under the Governor are required to provide CMS with the necessary and accurate information to comply with Executive Order 15-10.

*Rutan refers to the process put in place by the State of Illinois in order to comply with the principles set forth in the United States Supreme Court decision Rutan v. Republican Party of Illinois, 497 U.S. 62 (1990). Rutan-exempt means that a particular position’s duties and level of responsibility have been reviewed and determined to warrant making political support or affiliation permissible considerations in decisions affecting that position. Absent such a determination, consideration of political support or affiliation is not permissible.
