Edward Escamilla, Supervising Investigator

Edward Escamilla joined the OEIG in 2009, and has a combined 14 years of investigative experience. Mr. Escamilla serves as Supervising Investigator in the OEIGs Chicago office. Prior to joining the OEIG, he was a Detective, Training Officer, and Patrol Officer for the Metropolitan Police Department in Nashville, TN as well as a Patrol Officer for the City of Chicago. During his time at the OEIG, Mr. Escamilla has conducted numerous investigations, one of which resulted in a finding of $18 million in State grant funds being improperly used. He is a graduate of Western Illinois University and a Certified Inspector General Investigator.

Melissa Brandenburg, Investigator

Melissa Brandenburg joined the OEIG as an investigator in September of 2012.  Prior to joining the OEIG, she was a probation officer for the Christian and Vermilion County Circuit Courts.   While with the OEIG, Ms. Brandenburg has conducted various investigations related to employee misconduct and misuse of State resources, several of which required extensive financial analysis.  Ms. Brandenburg completed the Grant Fraud Investigation Training Program at the Federal Law Enforcement Training Center in Glynco, Georgia in 2014.  She holds a Master’s degree from Loyola University Chicago, and a Bachelor’s degree from Greenville College.

Margaret Marshall, Investigator

Margaret Marshall joined the OEIG as an investigator in October 2007.  During her tenure at the OEIG, Ms. Marshall has investigated dozens of matters, including many related to grant fraud and financial misfeasance.  Ms. Marshall has received training on financial, contract, and procurement fraud.  Ms. Marshall also received grant fraud training from the Federal Law Enforcement Training Center.  She is a graduate of Western Illinois University and has been certified by the Association of Inspectors General as an inspector general investigator.

Tiffany Pryor-Wallace, Investigator

Tiffany Pryor-Wallace has been a member of the OEIG staff since 2007, and an investigator since 2009. She has investigated several matters involving alleged grant fraud. Ms. Pryor-Wallace has received training in interview techniques and procurement, among other areas. She holds a Masters degree in Legal Studies from the University of Illinois at Springfield and a Bachelors degree from Illinois State University.
