Dental Policy Review Committee Bylaws
Article I – Name and Purpose
Section I – Mission
The Dental Program Policy Committee (DPPC) is established to advise the Department of Healthcare and Family Services, State of Illinois, about oral health and dental care services under the Medical Assistance Program. The Committee will review policy, procedures and planning involved in the provision of dental services to adults and children.
Section II – Opportunity
The DPPC shall have the opportunity for participation in policy development and program administration and shall make recommendations regarding dental services to the Department.
Article II – Membership
Section I – Membership
The DPPC shall consist of up to fifteen (15) voting members: twelve (12) of whom will represent dentists/hygienists actively involved in rendering services to Medical Assistance and All Kids clients; and (3) members with standing appointments from the Department.
The Department will strive to appoint twelve (12) dentists/hygienists representative of the variety of practice settings, including but not limited to those involved in FQHCs, local health department oral health programs, pediatric dentistry, geriatric dentistry, dental academia, orthodontia, oral surgery, general practice and an All Kids school-based dental provider.
The three (3) members with standing appointments will include the current contractor's Dental Director for Illinois, the Illinois Department of Public Health's Division of Oral Health's Dental Director and one representative from the Illinois State Dental Society. All appointments of members shall be made in writing by HFS.
Section II – Terms of Members
Each member shall serve for a term of three (3) years, or until a successor is appointed by the Department of Healthcare and Family Services. All members may be reappointed by the Department providing the member is willing to serve an additional term. Members will be notified in writing of their status prior to the end of the term.
Section III – Member Expenses
Members of the DPPC and duly appointed members of any sub-committees or task forces shall serve without compensation, except that they may be reimbursed for allowable travel and other approved, necessary expenses in connection with the DPPC meetings and business. Such reimbursement shall be consistent with the statutory provisions and with the regulations of the State of Illinois. Operating expenses of the DPPC shall be borne by the HFS.
Section IV – Attendance Requirements
If a member misses three (3) consecutive regularly scheduled meetings, his/her membership may be terminated at the discretion of the Department.
Article III – Meetings
Section I – Schedule of Meetings
Regular meetings of the DPPC shall be held up to four times per year. As required, meetings will be held unless suspended by the Department and/or the DPPC. Such meetings shall take place at locations, dates and times agreed upon by Department staff and DPPC. Meetings may be alternated between the Department's Springfield and Chicago offices or meetings may be conducted via video conferencing between Springfield and Chicago.
It shall be the responsibility of the Department to give notices of the location, date and time of the regular meetings to each member of the DPPC at least thirty (30) days prior to each of the meeting dates.
Section II – Distribution of Agenda
An agenda of business scheduled for deliberation shall be prepared and distributed to the members of the DPPC at least seven (7) days prior to a scheduled meeting of the DPPC.
Section III – Quorum
A quorum shall be 51% of the appointed members.
Section IV – Development of Agenda
The Department will be responsible for developing the agenda. Members may submit agenda items to the Department staff representative prior to the meeting for consideration as an agenda item.
Article IV – Professional Staff
Section I – Department Staffing
Staff of the Department having responsibility for the administration of the Dental Program and administrative staff from the Dental Contractor shall serve as official consultants to the committee.
Article V – Amendment
Section I – Amending Bylaws
Amendment of these Bylaws may be made at any meeting of the DPPC provided such amendment text and the reason for the amendment has first been submitted to the members at least fifteen (15) days prior to the meeting. To be adopted, amendments to the Bylaws must receive a two-thirds affirmative vote of the members present at a meeting at which a quorum is present. Bylaw amendments shall be effective on the date on which they are approved by the DPPC.
