Notice Regarding Self-Insured Plans Claim Payment Delay

Quality Care Health Plan (administered by Cigna)
Claims processed through 09/04/2015 have been released to QCHP-contracted providers.
Claims processed through 06/19/2015 have been released to non-QCHP-contracted providers.
HealthLink OAP
Claims processed through 08/30/2015 have been released.
Coventry OAP
Claims processed through 12/09/2015 have been released.
Quality Care Dental Plan (administered by Delta Dental of Illinois)
Claims processed through 05/29/2016 have been released to PPO-contracted providers.
Claims processed through 04/17/2016 have been released to Premier-contracted providers
Claims processed through 06/28/2015 have been released to Non-network providers.

Self-Insured Plans (i.e., Quality Care Health Plan (QCHP) administered by Cigna, HealthLink OAP, Coventry OAP and Quality Care Dental Plan (QCDP) administered by Delta Dental)

The State of Illinois' Quality Care Health Plan, HealthLink OAP, Coventry OAP and Quality Care Dental Plan are self-insured plans with funding provided through legislative appropriations, State revenue and a small amount of employee premiums. Funding availability is based on State revenue, which fluctuates from month to month. At this time funds remain insufficient to pay claims on a normal schedule, and we cannot estimate when a regular payment schedule will resume. Claim payments will be released according to the claim process date and available funding. The plan administrators, CIGNA, HealthLink, Coventry and Delta Dental of Illinois, continue to process claims in a timely manner, but release of claims must be held until revenue is available. Late payment interest is paid to healthcare providers on health and dental claims that take longer than 30 days from the receipt of a complete claim submission to pay. If you decide to make arrangements with your out-of-network provider to pay the outstanding balance or establish a payment plan, your provider should reimburse you after they receive payment from the plan administrator. It is your responsibility to make reimbursement arrangements with your provider.
