Michael A. Wilson II
Deputy Director of Operations
Michael A. Wilson II is responsible for overseeing the Capital Development Board's fiscal and personnel services, contractual services, Quality Based Selection of architects and engineers, capital planning and programming with other state agencies, and information technology. He joined the agency in 2011.
Wilson previously served in the Illinois Office of Management and Budget (OMB) from 2005 to 2011, and was manager of the $31 billion Illinois Jobs Now! capital construction program for the office during that time. He was a budget analyst for OMB from 2005 to 2008.
Wilson is a graduate of Illinois Wesleyan University and received a Masters of Public Administration degree from the University of Illinois at Springfield.
General Counsel & Ethics Officer
Amy Romano is the General Counsel and Ethics Officer for the Capital Development Board. Prior to serving in her current role, Amy was a Deputy General Counsel for the Board for three years. Before joining the Board, Amy spent twelve years as an Assistant Attorney General. In this capacity, Amy represented the State in actions before federal courts, state courts, and administrative tribunals on a wide range of matters including civil prosecutions, civil rights litigation, employment law, personal injury claims, contract law, adoptions, and reviews of administrative decisions, among others.
Amy ended her career at the Attorney General’s Office in a supervisory role, providing guidance on case resolution and reviewing pleadings, briefs, and motions filed on behalf of the State. Amy also served as a Legislative Analyst for the Illinois House of Representatives during the 91st General Assembly, advising House members on a variety of legislation.
A native of Du Quoin, Amy earned her Bachelor of Arts in Speech Communication at the University of Illinois and graduated from the SIU School of Law.
