Proposed Amendment of Home and Community-Based Services Waiver

Budgeting For Results
Budgeting for Results works towards performance-based budgeting in response to prioritized state program outcomes and goals. The Commission for Budgeting for Results, provides advice on best practices regarding performance budgeting and program performance evaluation. Each year the Commission holds two public hearings to provide a public forum to learn about the BFR Initiative and to enable the public to engage with the Commissioners on BFR-related matters. STATEWIDE TRANSITION PLAN
In March 2015, the Illinois Department of Healthcare and Family Services (HFS) published a draft Statewide Transition Plan (STP) for the State's compliance with the Centers for Medicaid and Medicare Services (CMS) Home and Community-Based Services (HCBS) Rule 42 CFR 441.301(c)(iii). This rule requires that all federally approved 1915(c) waiver settings meet new federal requirements defining home and community-based settings.
The Illinois Department of Healthcare and Family Services (HFS) in collaboration with the Illinois Departments on Aging (IDoA) and Human Services (DHS) and its Divisions of Developmental Disabilities (DDD) and Rehabilitative Services (DRS) have revised the Illinois Statewide Transition Plan in response to the Clarifications and/or Modifications required for Initial Approval (CMIA) correspondence from the Centers for Medicare and Medicaid Services (CMS). This correspondence notified Illinois that public comment, input and summary requirements are met, but CMS has identified issues that must be resolved in the Statewide Transition Plan prior to initial approval.
