Program Director, Illinois Workforce Advantage, Office of the Governor of Illinois
Terence Mitchell, Program Director Illinois Workforce Advantage, joined the Governor’s Office
in May 2002 to focus on the institutionalization of the IWA program.
Mr. Mitchell has taken the lead on the design and implementation of the IWA Neighborhood Level
Indicators by working with the state agencies to identify neighborhood level indicators and the
best method of gathering and reporting reliable data. Illinois will be the first state to
implement a statewide performance management structure by utilizing the Panorama Business Views
System.
Since April 2000, Mr. Mitchell has participated in the design and implementation of the
IWA program while working in the Illinois Department of Human Service’s Strategic Planning &
Performance Management Office. His responsibilities at IDHS included design and implementation
of the 2000, 2001, and 2002 Strategic Plan’s, and he managed the data gathering and reported the
agency’s quarterly performance to the Governor’s Performance Management Office. In addition,
Mitchell worked with the Workforce Invest Areas Interagency Team, Best Practice Fatherhood Team,
and he monitored and participated in all of he initial IWA town hall meetings, contract
development, contract monitoring, and provided technical assistance to the program.
Prior to returning to the state of Illinois in January 2000, Mr. Mitchell assisted in the
development and creation of 45,000 jobs in West Virginia from June 1995 to December 1999 by
working with the West Virginia’s Governor’s Office. Mr. Mitchell obtained his Masters Degree
from the College of Education and Human Services at Marshall University in Huntington, WV, in
December 1999. |
